A secretariat headed by an Administrative Secretary performed the duties and roles of the present day Cabinet Office during the colonial era. The Administrative Secretary was responsible for taking minutes of the Legislative Council, Executive Council and the Council of Ministers as well as following up implementation of their decisions. Upon attaining independence in 1963, the office of the Administrative Secretary was mandated to manage the affairs of the newly formed Kenya Government Cabinet.
