Supporting Governance in Counties

In a world shaped by technological disruption, economic uncertainty and rising citizen expectations, governments must lead with vision, speed and adaptability. Recognizing this, the Cabinet Office is actively supporting leaders at both national and county levels to strengthen their ability to respond effectively, collaborate meaningfully and maintain high standards in governance.

As part of this effort, Secretary to the Cabinet, Mrs. Mercy Wanjau, recently led a session on managing Cabinet meetings, during the induction of Meru County’s new Executive team. This collaboration with the Council of Governors highlights the Cabinet Office’s expanding role, not just in coordinating national government affairs, but also in partnering with counties to enhance leadership and operational coherence at the local level.

At the county level, Executive Committees (CECs) function as the top decision-making organs, similar to Cabinets at the national level. They play a central role in shaping and delivering public policy. With a legacy of structured governance, the Cabinet Office continues to offer proven strategies and institutional expertise that support effective service delivery across all tiers of government.

Today’s governance environment is more complex. Leaders are expected to make timely, decisions amid increasing pressure and constant change. Addressing these demands requires continuous investment in practical, purpose-driven training. By equipping public officials with the right tools, we help ensure they remain proactive, informed and ready for what lies ahead.
